phc-intel does not work on U9400 (core 2 duo penryn)

Hi, I am using sys-power/phc-intel-0.3.2.12.1-r3 (gentoo's ebuild) with linux-3.0.4.
While running mprime (two threads) I did echo 13 13 13 13 > /sys/devices/system/cpu/cpu0/cpufreq/phc_vids && echo 13 13 13 13 > /sys/devices/system/cpu/cpu1/cpufreq/phc_vids. mprime didn't crash and it continued to pass the tests (the cpu was @1400000).

cat /sys/devices/system/cpu/cpu1/cpufreq/phc_default_vids
31 22 15 13

cat /sys/devices/system/cpu/cpu1/cpufreq/scaling_available_frequencies
1401000 1400000 1200000 800000

I checked using msrtool (http://www.linux-phc.org/forum/viewtopic.php?f=13&t=13) and I looked at the temperature: using a 13 vid (instead of 22) the temperature goes down by 10°C and msrtool confirms it does work. It is the lower vid I can set and the cpu is still rock solid, it is strange but it works.
