I don't know where the "dkms_mkdeb" comes from, it's probably supported by phc_intel, but it sure isn't supported for phc-k8 (and it isn't necessary either). If dkms is available (= installed), all you will need to do as root is

(You've copy-pasted the output of terminal into the commandline the second time - that doesn't work.) The problem you're having with regards to the PHC driver is (probably) that your Pentium M may not be not supported by the driver... Could check what driver is being used with the next command: cat ...

I had to look up what you mean by the "liquorix kernel" but as far as I can tell, it does not include the phc-k8 driver, lsmod doesn't list it either (nor does it list powernow-k8, so there seems to be no cpufreq driver at all). The latest test release (phc-k8 v0.4.4b1) should compile without any additional changes. I am planning to release it ASAP as stable version 0.4.4.
