I run out of ideas. If you can not get your CPU to step speeds automatically, that's really bad. So you can not load acpi-cpufreq, but what about speedstep-centrino? It does load clockmod-p4 there, too? Then I think you have a broken BIOS. How ever, can you unload the clockmod-p4 and force acpi-cpufreq to load, then? Are there some options in the BIOS where you can set up something that the hardware or the software takes care of CPU speed? I think I remember see...

p4-clockmod is not suitable for a Core CPU (it is designed for a Pentium 4). As you tried to load the acpi-cpufreq module, did you unload any other cpufreq driver first? For sure its a software problem. That tool does basically the same as PHC does. The difference that PHC alters the ACPI table so the CPU will get your own VIDs each time it switches frequencies. Using c2ctl ( at least I think ) you need to set the VIDs manually. How ever. Can you tell us what happen...

What Distribution are you running? What makes me wonder is the fact that you use speedstep-centrino. This driver is deprecated for a while and has been reduced in functionality. You should try to use acpi-cpufreq as CPU frequency driver (normally shipped with every distribution). That driver should ...

Did you have tried to change the CPU speed to something else and back?
Because ( if your CPU is able use other VIDs ) it will only apply them at the time it switches to a frequency.
