Any news on this? I have a Chromebook Pixel based on Ivy Bridge i5, and it runs much hotter than I would like it to. Being able to under-volt it would be a real boon.

Just in case anyone comes across this - Atom 330 doesn't support EIST, only standard speed-step. So you can change the clock speed, but not the voltages. phc-intel won't work on the Atom 330, nor will the vanilla acpi_cpufreq work. Correction - you were right - my governor was set to ondemand (default) and that was throwing the readings way out. I misspelt the governor name in
/etc/sysconfig/cpuspeed
FAIL. :(
